Why oh why does the government penalise me just because i drive a 4x4?

surely i should pay less tax as i paid a lot for my car, also shouldn't those that have expensive cars have more rights (ie be allowed to speed, undertake and use the hard shoulder if we are in a hurry) than the oiks who drive second hand ford fiestas and the like.....
