Is this normal behaviour for cats?

our pet cat male deed about a yr an a half old hangs out with the neighbours cat dont have a clue about it,they just sit there all day looking at each other sometimes we hear them fighting an if our cats not outside the other one sits on our doorstep meowing for him to come out??
