I need a #2 TE, who should I get?

Jeremy Shockey is my #1 guy, and I traded away Antonio Gates. I'm looking to drop a WR to pick up another TE thorough waivers. I'm looking at Bubba Franks, an OK TE who's performance will be enhanced by Brett Favre, or Donald Lee, a better TE than Franks, but who's performance may be downplayed by Rodgers' inexperience.
